Position: Emergency Management Planner/Analyst

Position Description:

VPC is seeking candidates for an Emergency Management Planner/Analyst position. The position provides planning services for a variety of arenas including emergency preparedness, hazard mitigation, recovery, or resiliency planning. The ideal candidate would possess 2-3 years planning/plan writing experience. However, mature candidates are encouraged to apply. Proficiency in some of the following areas of responsibility is required:




  • Assist planning teams in the design and development of plans, across disciplines such as hazard specific plans, disaster recovery, and risk assessment.

  • Assist with the development of products such as Service Plans which primarily focus on prevention, protection, and recovery mission areas.

  • Provide support to client task forces through meeting coordination, facilitation, documentation, and administrative support.

  • Possess a general understanding of national emergency management best practices and implementation methodologies to use at the state and local level.

  • Possess knowledge of damage assessment, debris management, and post-emergency canvassing operations.

  • Evaluate programs against industry best practices including those set forth by EMAP and FEMA.

  • Provide technical assistance to ensure plans are properly developed, coordinated, and implemented in relation to the clients’ mission and functional roles and responsibilities.

  • Demonstrate expertise in resource management, resource identification, sourcing, and NIMS resource typing.



  • Prepare training materials, briefings and other communication material to educate clients, communities, and stakeholders.

  • Perform in-depth research on a variety of topics to support contract and project tasks, plans, and products.

  • Organize and maintain records associated with contract and task work in accordance with the approved file management regulations or systems.

  • Provide a comprehensive QA/QC review of all final products to identify errors in language, grammar, spelling, formatting, consistency, and content accuracy.

  • Assist with development of training and exercise materials, guides, after action reports, and other documents.

  • Assist in administrative tasks and perform ad hoc assignments as needed.


Candidates must be U.S. citizens and, if required, should be able to meet eligibility requirements for access to protected/classified information, if necessary.

Position will be at the client offices in Washington, DC.




  • Bachelor’s degree from an accredited university, preferably in a planning, emergency management, or homeland security field.

  • Excellent analytical and communications (oral and written) skills.

  • Excellent research and writing skills.

  • Ability to multi-task and work effectively under pressure and with deadlines.

  • Proficiency in Microsoft Word, PowerPoint, Excel, Adobe PDF, and Microsoft/Google Suite products.

  • High degree of attention to detail.



  • Master’s degree in planning or emergency management.

  • Experience using CRM, SharePoint, etc.


Employment Classification:

This is a full-time staff position and includes compensation that is competitive in the private market, with an excellent benefits package to eligible employees that includes paid time off, health and dental insurance, short- and long-term disability, and life insurance.
